It’s approximately 14 and 3/8″ by 9 and 5/8″ sight and about 17″ by 21 and 3/4″ in the frame. There are some creases, marks and (I think) a hole lower right to the paper, not examined out of the frame. The frame has some scratches.

Vintage Japanese Colored Woodblock Print 9″x10.5″ frame size. There is some discoloration on the frame, and a small tear on the frame backing. The small rubber numbers are a bit sticky. I do not know who the artist is. There may be a signature underneath the matting, but I’m not sure.
